在调用转发目标失败后，可以临时剔除失效的 key：

  1. 根据响应内容判断是 key 失效还是网络故障
  2. 判断是 key 不再可用还是余额不足等
  3. 可以考虑剔除一段时间后重新加回可用池
  4. 考虑失败时向指定渠道发送通知
