Summary

Split /system「预计下次运行」into three tasks: 咻咻满粉丝数更新 / 视频数据快照+UP信息 / 新视频搜索.
data_date and snapshot_days come only from fully completed video snapshot (snapshot:last_completed / snapshot:completed:*); mid-run ok=1 no longer advances homepage or system date.
Start of task writes task:running:* → UI shows「运行中」; finish clears it and records success/failure via _record_task. Failures keep prior successful data date and appear in system errors.
Next-run times are derived from last completion (no wall-clock skip while idle).

Test plan

uv run python tests/test_web_queries.py (incl. running display, no premature data_date, fail keeps date + failure record, three next-run fields)
uv run python tests/test_snapshot.py
Full offline tests/test_*.py suite

Split /system schedule into fans / snapshot+UP / discovery next-runs.
Drive data_date and snapshot_days from fully completed video snapshots
only, keep prior success date on failure, show task failure records, and
mark in-progress tasks as 运行中 without wall-clock next-run jumps.
